With the proliferation of technology advancement that results in exponential demand of multimedia applications over wired and wireless networks, there has been an increasing growth of research on scalable coding including scalable audio coding (SAC) and scalable video coding (SVC) in the recent years. The SAC and SVC schema can be used to reliably deliver audio and video over heterogeneous networks using available system resources. This in particular refers to scenarios where the downstream client capacity, system resources, and network conditions are not known in advance. Both SAC and SVC can provide a way to widely share and efficiently utilize the available resources including channel bandwidth, storage space, audio and video content, and so on. With the rapid development of wired/wireless networks, especially the peer-to-peer network, the advantage of scalable coding will be well illustrated. As a result, there will be many applications that require the SAC and SVC technologies. The objective of the special session is to provide a platform for researchers in these fields to share their novel and solid theoretic approaches for SAC, SVC and scalable multimedia transmission over wired/wireless networks.
